Codepad
A resizable, full-featured text editor. That's what Codepad is aiming to become. Development has been slow, a new release came out in mid November 2008.

COSPad
Skinnable notepad.
Status: not sure. Designed to be part of an upcoming shell replacement, once, no updates since initial release.
eNotes
"eNotes is a skinnable Post-IT application. Is highly customizable and has a small memory footpring on your system." By former Hydra software.

Inedita
"Inedita is a freeware text editor designed to replace Notepad. It has most of the features found in Notepad and a functional tabbed interface which allows the opening of multiple documents in a single window. To add to this, the program itself is fully skinnable in a resizable window."

Status: on hold, no updates for quite a while. Still a valid, unique notepad replacement.
Millennium Notepad
Millennium Notepad features an easy skin format, but has a simple menubar with pushed/not pushed versions.

MyPad

Quick Notes is a simple skinnable notes program created by Lowspirit.
Status: not under development, but one of the classic skinnables. Currently not available at homepage.
Sip Notes
